Funding

Are you worried about keeping warm this winter?  The Hardship Fund has some funding available for part-funding (usually up to 50%) of heating or insulation measures that will have a positive impact on clients whose health is affected by cold and damp.

Foundations - Hardship Fund

Description
The purpose of the Fund is to fill the gaps in existing funding streams for urgent repairs, aids, adaptations and security measures to the homes of the most vulnerable Home Improvement Agency clients in England.


Value Notes
General Hardship Fund
Grants are not expected to exceed £500.  If the amount requested exceeds £500, the case will be submitted to the Trustees for consideration.
Health Through Warmth Fund
This is a restricted fund to pay for insulation and heating works where the person in receipt of payment is suffering from a housing-related health issue. This fund will include Warm Front top-ups, which are presently excluded from the general fund.
Applications can be made for part-funding (usually up to 50%) of heating or insulation measures that will have a positive impact on clients whose health is affected by cold and damp.
The provision of the HTW Funding is intended to provide financial assistance to vulnerable people with a cold, and/or damp-related illness, when:
  • they were not able to fund measures themselves, they did not qualify for statutory grants and insufficient funds are available from other sources; and/or
  • their health condition dictated that measures were urgent and that it would be detrimental to their health to wait for installation through statutory schemes even if eligible or;
  • they were in hospital and unable to return home until heating and/or hot water were available in their property (such as bed blocking), therefore the situation was regarded as an emergency.


Extended Description
The purpose of the Fund is to fill the gaps in existing funding streams for urgent repairs, aids, adaptations and security measures to the homes of the most vulnerable Home Improvement Agency clients in England.

Applications can be made at any time.  The Fund year runs from 1 April to 31 March


Key Criteria
Applications are accepted only from home improvement agencies in England that are recognised by Communities and Local Government (CLG).


Eligible Expenditure
General Hardship Fund
Grants are primarily for emergency repairs to essential items such as:
  • toilets;
  • hot water and heating systems;
  • dangerous electrical items;
  • roof repairs; and
  • security items.
Work could also include additional work required to a property to make it safe and habitable after improvement work or adaptation.
There may also be circumstances where items such as planning permission fees, building regulation fees, and structural engineers’ reports, electrical, technical and legal costs may be funded.
Health Through Warmth Fund
Illnesses that fit into the following categories will be considered as eligible for HTW Funding assistance:
  • Respiratory disease (for example, COPD, emphysema, chronic bronchitis, severe asthma).
  • Cardiovascular disease (for example, heart disease and stroke).
  • Diabetes (particularly type 1).
  • Arthritis (osteo and rheumatoid, requiring regular treatment and review).
  • Reduced mobility, including risk of trips and falls.
  • Cancer.
  • Terminal illness.
  • Mental illness (depression and receiving treatment, schizophrenia, manic depression).


Match Funding Restrictions
General Hardship Fund
Match funding is not necessary unless the HIA concerned considers the client to need more than £500 for improvements, in which case funding should be sought from other sources.
Health Through Warmth Fund
It is expected that all clients will already have been asked to make a contribution, where possible, towards the cost of measures.


Restrictions
The Fund is not available to individuals outside the jurisdiction of participating HIAs.
Any single agency making more than 10 applications in any one year will require additional documentation to show that other funding sources have been considered and approached.
